During the month of December, Nicolás Maduro's regime has intensified the detentions of foreign citizens, accusing them of being involved in an alleged plot to assassinate the president and other high-ranking officials of his government.

These measures not only highlight the alarming situation of human rights in Venezuela but also illustrate the complex geopolitical dynamics affecting the region. Americans, Spaniards, Czechs, and now an Argentine gendarme on active duty. The strategy of detaining foreign citizens, particularly as pieces of future negotiations, will come at a high cost under a new American administration led by President Trump.

Context of the Detentions

The detentions of Americans are part of a broader strategy devised by Maduro's regime to consolidate its power and divert attention from the serious internal problems of the country. Venezuela is facing a deep economic crisis, characterized by shortages of food and medicine and a wave of massive migration. By accusing foreigners of conspiracies, the regime seeks to create an atmosphere of hostility towards the outside world, positioning itself as a bastion of resistance against what it perceives as external aggressions, especially from the United States. This rhetoric not only reinforces nationalism but also allows the regime to shift the blame for its internal failures onto perceived enemies.

The Silence of Allies

A notable element in this situation is the silence of political leaders in the region, such as Colombian President Gustavo Petro and Brazilian Luiz Inácio Lula da Silva, among others. This silence can be analyzed from various perspectives:

1. Political Interests: Leaders in Latin America might be opting not to comment on the detentions to avoid compromising their relations with a regime that, despite its controversial image, still wields influence in regional politics. Maintaining tacit support for Maduro could be interpreted as a stance of non-intervention in internal affairs.

2. Alliance Strategies: Some countries in the region have adopted a stance of alignment with governments that challenge U.S. influence. For these leaders, criticizing Maduro's regime could be perceived as an act of disloyalty towards a coalition they consider essential for countering U.S. hegemony in Latin America.

3. Lack of Information and Sensitivity: In some cases, leaders may lack sufficient information about the veracity of the accusations or may believe that intervention could worsen the situation of the detainees. This approach could be an attempt to avoid complicating the already delicate political and humanitarian situation in Venezuela.

The Use of Detainees as Bargaining Chips

Maduro's regime has previously employed the detention of foreign citizens as a negotiation tactic. Keeping Americans under arrest allows them to attempt to exchange them for political or economic concessions, such as lifting sanctions or diplomatic support. This modus operandi reflects a deliberate strategy to exploit the vulnerability of detainees to advance its objectives. The Venezuelan regime has successfully utilized these exchanges, particularly with Alex Saab in December 2023, who received a presidential pardon from American President Joe Biden.

Leveraging prisoners as bargaining chips not only represents a violation of human rights but also indicates the state of desperation faced by the regime. By treating these citizens as pieces in a geopolitical game, Maduro ignores the ethical and legal implications of his actions, contributing to a humanitarian crisis that affects many.

Analysis of the Biden Administration's Strategy towards Nicolás Maduro's Regime

The administration of President Joe Biden has faced significant criticism for its approach towards Nicolás Maduro's regime in Venezuela. While on one hand, sanctions are implemented targeting high-ranking officials and regime allies, on the other, licenses have been granted allowing multinational oil companies like Chevron to negotiate and operate in the country. This duality in U.S. policy has sparked intense debate about its effectiveness and coherence.

Sanctions vs. Licenses

The sanctions imposed on members of Maduro's regime have been part of a broader effort to pressure the Venezuelan government to restore democracy and respect human rights. However, at the same time, granting licenses to companies like Chevron raises questions about the true intent of U.S. policy.

1. Effectiveness of Sanctions: While sanctions are an important tool for isolating an authoritarian regime, their effectiveness largely depends on the international community's ability to maintain a unified stance. Allowing oil operations could enable the regime to obtain necessary revenues for its survival, contradicting the goal of the sanctions.

2. Economic Interests: The decision to allow Chevron to operate in Venezuela may be seen as an attempt to stabilize the energy market, especially amidst a global context of high oil demand. However, this could also be interpreted as an implicit acknowledgment of the legitimacy of Maduro's regime, potentially undermining international pressure efforts.

The "Cancerous Lung"

The metaphor of "giving air to a lung with cancer" is particularly apt in this context. By granting licenses to multinational companies, the Biden administration is, in effect, allowing Maduro's regime to receive the resources it needs to perpetuate its control. This not only reinforces the regime's power structure but also complicates the possibility of meaningful change in Venezuela's internal politics.

Alternatives and Recommendations

For a more coherent and effective strategy, the Biden administration could consider the following alternatives:

1. Strengthening Sanctions: Instead of granting licenses, a more aggressive approach to sanctions could be adopted, further limiting the regime's economic activities and ensuring that companies cannot operate without clear consequences.

2. Supporting the Opposition: Increasing support for opposition groups and civil society in Venezuela can be an effective way to weaken the regime from within. This could include funding, training, and resources to foster democratic change.

3. International Collaboration: Working with allies in the region and around the world to establish a unified and coordinated policy that effectively pressures Maduro's regime while avoiding any action that could be perceived as implicit endorsement.

Conclusions

The situation of arbitrarily detained American and foreign citizens in Venezuela illustrates how power dynamics and strategic interests influence international politics. The lack of statements from regional leaders like Petro and Lula could be interpreted as a show of political pragmatism; however, it also raises serious questions about the moral responsibility of governments in defending human rights. As Maduro's regime continues to employ coercion and manipulation tactics, the international community must remain vigilant and seek effective methods to address this ongoing humanitarian and political crisis. The Biden administration, for its part, faces a complex dilemma requiring a reevaluation of its approach to Venezuela to ensure that its actions are coherent and effective in promoting democracy and respect for human rights. There is no doubt that the incoming administration of President Trump will enter with a low tolerance for the bullying behavior of Maduro's regime, which remains to be seen.
